Since when are flipflops appropriate footwear for a cocktail reception in a formal setting, where pictures are taken of the participants that everyone knows about ahead of time?

I hate the flipflop thing. At a wedding this past week in Maui, flipflops were part of the uniform for men in the wedding party -- ok, if you want a "themed" thing, but overall, very not my cup of tea.
So far as I'm concerned flipflops are only appropriate where bikinis are appropriate -- nowhere else.
Since... NEVER. Sorry if I play the part of the fashion police but, being from Miami, it's hard to escape.
That is so tacky it is beyond insane.
